Overview

This product emerged out of an analysis of the types of interactions, forms, and communications that take place between citizens and the local government. This system functions from a single page (written in Javascript and capable of being saved as a simple web page) to create hundreds of different customized web forms. Each of these forms perform a variety of functions such as data validation, automated data entry of customary information (via cookies), on-the-fly form building that eliminates duplicated data fields, the pre-calculation of data involving plumbing fixtures, water service types, electric poles by number and size, building types, square footage and occupation type, number, type and value of mechanical installations, permit fees, and complex rental fees. The system also provide expert advice and referral (based on client supplied information related to parcel location and zoning), and intelligent and customized data delivery to multiple recipients.

Technical Requirements/Limitations

The customized forms (generated on the fly and capable of building and directing customized and multiple e-mails) will only work Netscape browsers.  Microsoft IE browser cannot generate custom e-mails over a certain size.  We are in the process of building individual application forms that can work with Internet Explorer.  Here is A demo page that works with IE for the Plan Review/Building Permit can be found here

Building & Planning Related Resources

While many of the forms and processes are fairly self-explanatory (e.g., signing up for a leisure service activity), the building permit and inspection process is often more complex and requires that a citizen understand and have access to a variety of information.  As such, a special web site is dedicated to this process. The system allows a user to go from having a construction plan reviewed to having a building torn down. Also, associated resources on the web server enable the user to get the kind of hard to get information that is needed to allow an application to be completed without recourse to using valuable staff time. In addition to getting numerous pages on instructions and policy statements into a web format, the project has taken the parcel section of the Tax Assessor's Office database and has put these data into HTML and plain text formats in a way that will enable citizens to look up their parcel and to obtain the appropriate parcel, lot, and block numbers as well as zoning information.

Also, for updating key value, the system has a Control Panel that will generate new code.
