Signing Ceremony for S.B. 98

Gov. Marvin Griffin (seated) signs S.B. 98 into law changing Georgia's state flag, effective July 1, 1956. Shown here at the signing ceremony are (left to right) Frank Toby Etheridge (an Atlanta realtor who had the first samples of the proposed state flag created), Sen. Jefferson Lee Davis (one of the two principal sponsors of the bill), John Sammons Bell (who designed the flag), and Sen. Willis Harden (the other principal sponsor of the bill).
