Dr. Clarke joined the staff of the Institute in July 2004 following nine years on the faculty at the Department of Public Administration at the University of North Texas, where he taught graduate courses in public budgeting, capital budgeting and planning, and research methods. While at the University of North Texas, Dr. Clarke developed exams and study guides for the Certified Government Finance Officer certification program of the Government Finance Officers Association of Texas, and administered that program for GFOAT for five years.

Dr. Clarke is an active member of the Association for Budgeting and Financial Management (ABFM), a section of the American Society for Public Administration. He has served on its executive committee, as an officer, and is a past chair of ABFM. Dr. Clarke currently works on program evaluation studies for local governments and state agencies.

Dr. Clarke's research interests include program evaluation, state budget processes, and the role of politics in state resource allocation and local government capital acquisition and finance. He has published articles in Public Budgeting & Finance, Municipal Finance Journal, Journal of Urban Affairs, Political Research Quarterly, Legislative Studies Quarterly, and Journal of Public Affairs Education.
