
Ms. Frum joined Public Service and Outreach at the University of Georgia in 1995. She joined the Vinson Institute in September 2006 as Interim Director of the International Center. In 2007 she became assistant director of the broader Vinson Institute, assuming programmatic and administrative responsibilities across the Institute’s divisions. In August 2009, Ms. Frum was appointed Deputy Director of the Institute. Her responsibilities include day-to-day management of the Institute’s internal operations and programming.
Before arriving at the Institute, she served as assistant director of UGA’s Office of International Public Service and Outreach where she led the development and implementation of a wide range of international development projects in Africa and Latin America. She has significant expertise administering training, research, and technical assistance programs and projects, and in leading multidisciplinary teams of faculty and staff from the United States and abroad in carrying out projects.
Ms. Frum has led development projects and international programs in Kenya, Uganda, Tanzania, Croatia, Mexico, Trinidad and Tobago, and the Republic of Georgia. She also has experience working in Ghana, Nigeria, South Africa, and Egypt. She has written, administered, and managed budgets for several externally funded exchange projects and training programs supported by the U.S. State Department’s Bureau of Educational and Cultural Affairs, the U.S. Agency for International Development, the Association Liaison Office/Higher Education for Development Office, and the American Councils for International Education.
Ms. Frum received a Fulbright award for international education administrators in 1999. She was also a participant in the 2006-07 Public Service and Outreach Leadership Academy.
Before coming to UGA, Ms. Frum worked for U.S. Representative Bob Wise in Washington, D.C. She earned an M.A. in international relations from George Washington University and a B.A. in political science from West Virginia University. She is completing a Ph.D. at the University of Georgia’s Institute of Higher Education.
