Carl McCoy provides technical assistance in the areas of position classification and compensation, job descriptions, salary surveys, executive search, and general human resource management issues. Prior to joining the Institute in April 2001, he worked as a human resources professional in the University of Georgia's Human Resources Division for 17 years. He is a member of the American Society for Public Administration (ASPA), ASPA's Section on Personnel Administration and Labor Relations (SPALR ASPA's Conference of Minority Public Administrators, and the International Public Management Association for Human Resources(IPMA-HR).
