Dr. O'Looney provides technical assistance in the areas of fiscal analysis, program evaluation and performance measurement, database development and management information systems, economic development, operation and service delivery reengineering, and sustainability planning. He is a trained mediator and has published extensively in areas of human service and information systems design, contract management, conflict resolution, economic development, and land-use policies. Dr. O'Looney is the author of seven books: Using Technology to Increase Citizen Participation in Government, Wiring Governments: Possibilities and Challenges for Public Managers, Economic Development and Environmental Control, Redesigning the Work of Human Services, Outsourcing State and Local Government Services, Beyond Maps: GIS and Local Government Decision Making, and Emergency 911 Systems. Dr. O'Looney has also been the principal investigator on numerous studies related to incorporating new cities, local government departmental efficiency and organizational design, tax and funding equity, and growth impacts.
