Mr. Rupert is the coordinator for the Institute's local government Geographic Information Systyem (GIS) projects. He has over 12 years of experience in implementing local government GIS projects throughout Georgia, helping local officials better serve the public and to operate more effeciently. He has managed a variety of GIS projects, which include tax map conversion, 911 address range layers, zoning, crime analysis, and utility mapping.
