For more than 80 years, the Vinson Institute has worked with public officials throughout Georgia and around the world to improve governance and people's lives. From Georgia's early days as a largely agrarian state with a modest population to its modern-day status as a national and international force in business, industry, and politics with a population of almost 10 million, the Institute has helped government leaders navigate change and forge strong directions for a better Georgia.

Paul Burks

Mr. Burks provides assistance to local governments in Georgia in environmental and energy policy. Since 2008, he has worked in environmental assistance with the Vinson Institute. He has assisted state government in the development of plans related to the expenditure of federal energy stimulus money.

After serving nearly 31 years in state government, Mr. Burks retired as the executive director of the Georgia Environmental Facilities Authority (GEFA). Since retirement, he has formed Paul Burks LLC, a private consulting firm providing management consulting services to government agencies.

He was selected as the statewide recipient of the Excellence in Public Service Award presented by the Vinson Institute in 2006. Also in 2006, his agency GEFA, received the Georgia Oglethorpe Award for Performance Excellence. In 2003, he received the State Government Service Award from the Georgia Municipal Association. In 1991, he was selected as State Government Manager of the Year.

Mr. Burks has a Master of Governmental Administration degree from Georgia State University and a B.A. degree from the University of Virginia.
