For more than 80 years, the Vinson Institute has worked with public officials throughout Georgia and around the world to improve governance and people's lives. Mark Foster directs the Institute’s human resource management services, which help state and local entities develop and implement fair and legally defensible job classification/compensation systems and employee testing services. He specializes in working with state and local law enforcement agencies on employee selection and promotion policy development, job knowledge test development, and assessment center design and administration. He has worked closely with such agencies as the Georgia Bureau of Investigation and the Georgia State Patrol and has been the principal investigator on numerous collaborative research projects that have yielded data applicable to real-world personnel issues.
