Rob Gordon directs a Vinson Institute unit that prepares demographic projections and analyses, conducts economic impact studies, and provides fiscal analysis of legislation, programs, and policies. The unit, which includes the Institute’s Applied Demography Program, Tax and Expenditure Data Center, and Fiscal Analysis Program, provides assistance to the Georgia General Assembly, state agencies and offices, including the Governor’s Office of Planning and Budget, and local governments. In addition to serving as a unit director, Rob is an expert on the legal aspects of state and local government finance matters. He is an instructor in the Institute’s Financial Management Program, teaches in UGA’s Public Administration program, and is the author or coauthor of several works on such topics as Georgia local-option sales tax and bond financing. Prior to joining the Institute, Rob practiced law in Georgia and Virginia, where he advised state, county, and municipal governments and other organizations on financial matters and transactions.
Areas of expertise: economic development and related incentive transactions, general obligation and revenue bond issuances, special purpose local option sales tax implementation, federal tax and securities law issues relating to taxable and tax-exempt debt obligations
