David Tanner

Associate Director
Governmental Services and Research

As associate director of the Vinson Institute’s Government Services and Research Division, David Tanner manages the division’s faculty and staff and coordinates a wide range of customized technical assistance and research projects conducted for state and local governments. The work of the division includes demographic and economic analysis, survey research, human resource assistance, personnel testing, environmental impact analysis, planning, and project support. Prior to joining the Institute, David served as the deputy director at the Governor’s Office of Planning and Budget (OPB), where he helped the State address key budget and policy issues for more than 12 years. While at OPB, David played a central role in development of the governor’s annual budget, health care reform, agency restructuring, design of state budgeting and performance management systems, HOPE scholarship redesign, and school facility construction and finance.
