When the Academy of Public Administration of Benin needed to train government officials involved in its country’s decentralization program in October 2002, the International Center and Benin’s National School of Administration and Magistracy (ENAM) collaborated to help it establish an effective training program. Due to its decentralization efforts, Benin was able to elect local government officials in December 2002.
