Public Management Training Program
To help China’s local and regional governments become more efficient and responsive to their citizens, the International Center conducts a comprehensive public management training program for China’s provincial and municipal managers. Since 1999, the International Center has trained over 1,200 public managers from provinces and cities throughout China, including Beijing, Tianjin, Sichuan, Qinghai, Jiangxi, Shaanxi, and Shanghai.
Participants typically undergo two phases of training. During the first phase, they attend one-week, intensive courses taught in China on a variety of topics including leadership, public management, human resource management, personnel administration, budgeting and finance, local government effectiveness, administrative law, public policy and program evaluation, community development, and citizen engagement.
During the second part of the training, the Chinese participants travel to the United States for a two- to three-week experiential study of federalism in the state of Georgia and in Washington, D.C. The Chinese managers interact with elected and career government officials from all three levels of government as well as with representatives of the private and nonprofit sectors. More than 100 Georgia local government officials have participated in the Center’s China training programs as instructors.
