Visiting scholars based at the International Center contribute knowledge and new insights to its programs. These scholars from other nations typically are pursuing graduate degrees at the University of Georgia in public administration–related fields or pursuing experiential learning opportunities drawing on the resources and faculty of the Carl Vinson Institute of Government.

The International Center also has hosted Fulbright Visiting Scholars from several countries of the former Soviet Union.
