State government middle managers—those who manage supervisors or other managers—not only develop the skills needed for their current roles but also prepare for future executive-level leadership in the Institute's Middle Manager Program. Participants may be facility, program, department, or function managers.

The program goes beyond simple content delivery by engaging and challenging participants with real-world problem-solving situations. Each participant will select a problematic organizational challenge to use as the basis for a change project throughout the program.
