State and Local Government Review is published by the Vinson Institute and jointly sponsored by the Vinson Institute and the Section on Intergovernmental Administration and Management (SIAM) of the American Society for Public Administration. Since 1968, the Review has provided a forum for the exchange of ideas among practitioners and academics that contributes to the knowledge and practice of state and local government politics, policy, and management. Like the Vinson Institute, SIAM has an interest not only in state and local government but also in the effective interaction among public officials in a federal system. It seeks to foster the dissemination of information about research and experience that contributes to the understanding and improvement of the intergovernmental system. The Review welcomes manuscripts that focus on state and local governments and those that explore the intergovernmental dimensions of public-sector activity.

Manuscript Submission and Review
Manuscripts should be submitted with the understanding that the Carl Vinson Institute of Government, the University of Georgia, possesses the exclusive right to publication. Upon publication in State and Local Government Review, articles are copyrighted by the Vinson Institute, with all rights reserved.

For the convenience of authors and reviewers, the Review has implemented a web-based electronic manuscript processing system.

The editor makes decisions regarding publication of submitted manuscripts based on recommendations in a blind review process. Information that identifies the author should be omitted from the manuscript before it is submitted electronically. Manuscripts are evaluated by members of the editorial board and by other individuals.

Multiple Submissions Policy
State and Local Government Review does not consider manuscripts for publication that have been previously published or are under review by another journal. Authors who wish to submit a manuscript that is based on other published or submitted work (on the same or closely related data) should inform the editor in a cover letter and provide a rationale for the new submission.

Manuscript Preparation

Manuscripts submitted for review should generally conform to the style used in the Review. Because the manuscript will be blind reviewed, the author's name and affiliation should not appear if submitted electronically. If the manuscript is submitted by mail, the author's name and affiliation should appear only on the first page. Upon acceptance, authors are expected to prepare a final version of their article based on the following abbreviated instructions (more detailed information will be sent separately upon acceptance of the article for publication). Manuscripts that conform to our style requirements expedite the publication process.

In preparing your manuscript, please keep in mind that readers of this journal have differing technical backgrounds and interests. Information and ideas should be communicated clearly and concisely, and jargon should be avoided.

Authors whose articles are accepted will need to submit a diskette containing the manuscript, preferably saved as a Word file. All textual material of the article should be saved as a single file. Elements should appear in the following order: title, author biographies (describing current professional interests and related publications), abstract (not to exceed 100 words), article, notes, references.

The editors prefer articles of 20-30 double-spaced pages, including notes and references. Use an 8.5" x 11" page format with 1" margins and left justification. Type everything (except tables) double-spaced, including notes and references. Organize the article by using primary, secondary, and tertiary headings. Do not format or use paragraph style sheets (this pertains to tables as well).

Tables and figures should be directly pertinent to--and not duplicate information in--the discussion. Include complete descriptive titles and full source notes. Number each table or figure consecutively, and use in-text call outs to indicate appropriate placement. Tables and figures should be saved in separate files (do not embed the tables or figures into the body of the article). Tables should be prepared in Word in a separate file from the main text. For figures, such as charts, relevant data points should be provided in a spreadsheet file with the data for each figure clearly labeled. If it is not feasible to submit figures electronically, scanner-reproducible journal-quality originals should be sent to the editorial office.

It is our policy not to include appendices. If textual copy, incorporate it as part of the article proper or in note form. If in tabular form, label as such and include a call out in the body of the article.

Please minimize use of content notes, incorporating as much information as possible into the article proper. If notes must be included, do not format them or use the automatic note function. Instead, type them separately, following the body of the article, starting on a new page.

Bibliographic sources used in the article should be cited in the text and listed in a reference list according to the author-date system outlined in The Chicago Manual of Style, 15th ed. The reference list should contain only those works cited in the text.
