Useful compliance auditing guide gets new edition
The only publication that summarizes state laws imposing finance-related requirements on Georgia local governments is now available in an edition up to date through 2005 legislative changes.
Compliance Auditing in Georgia Counties and Municipalities: A Practical Guide to State Laws for Auditors and Local Governments was first published by the University of Georgia's Carl Vinson Institute of Government in 1993. The 2006 edition provides current information designed to guide auditors and finance officers to summaries and citations of state laws relevant to a specific local government audit.
For the first time, the guide is available as a downloadable file as well as in the print and CD formats. It includes significant revisions to the compliance checklist and summary of finance provisions in the Official Code of Georgia Annotated (O.C.G.A.) sections. Also included are an updated introduction, selected bibliography, index, and listings of required audit reports and relevant organizations. New editions of Compliance Auditing will now be published annually to incorporate the previous year's legislative changes.
The introduction describes how Compliance Auditing is organized and how legal citations are structured, helping auditors and officials identify and understand relevant legal provisions. The O.C.G.A. summary includes short abstracts of and citations to the finance-related provisions that affect local governments.
The checklist is arranged by auditor-priority interest. Answers to checklist questions guide readers to summaries of state laws that impose requirements on cities and counties. A "no" answer to a question signals a potential compliance issue.
As with previous editions, Compliance Auditing in Georgia Counties and Municipalities is endorsed by the Georgia Department of Audits and Accounts, with suggestions and review by members of the Georgia Governmental Finance Officers Association and the Georgia Society of Certified Public Accountants. The authors are Vinson Institute legal and financial specialists with extensive experience in working with local governments.
