A delegation from China's Qinghai Administrative Institute visited the Institute on September 12 to discuss future public administration educational opportunities for provincial-level government officials. The Institute's International Center for Democratic Governance has provided training for Qinghai civil servants for three years, according to Rongrong Liu, China program coordinator. "The trainees from Qinghai Province usually have the highest ranking among all of our program participants in China," she notes. "Most of them are policy officials and department heads."
