Municipal boundaries and the implications they have for local autonomy remains an important policy issue. The findings of a new study on state legislation permitting intergovernmental boundary agreements are presented in the latest issue of State and Local Government Review. Other articles explore voter turnout rates in state elections when there is a perception that something major is at stake, the links between the capacity of nonprofit organizations and their effectiveness, and factors that are useful in explaining state-by-state variations in environmental industrial performance. A review of The Dynamics of Federalism in National and Supranational Political Systems is also included.
