Local Government Financial Reporting per HB 122 Scheduled for February
At the direction of the Georgia General Assembly, the Carl Vinson Institute of Government through this Web site will provide convenient access to local government budget documents and audited financial statements. Beginning in February 2011, counties, municipal governments, and school districts in the State of Georgia that have an annual operating budget in excess of $1 million will submit their budget documents to the Vinson Institute within 30 days of adoption and their audited financial statements when they have been completed and submitted to the State Auditor or, in the case of school districts, to the State Board of Education.
Local government officials will be able to upload their adopted budgets and financial statements to the Web site in portable document format (PDF) when it becomes operational in early February. Users of the Web site will be able to download documents as PDFs once the documents are posted.
The Vinson Institute is pleased to partner with the Georgia General Assembly, Georgia Municipal Association, Association County Commissioners of Georgia, Georgia Department of Community Affairs, Georgia Department of Education, and Georgia School Superintendents Association in providing this resource. Working with State Representative Edward Lindsey, officials from these state agencies and local government associations met in 2010 to create a plan for the development of access through the Vinson Institute’s Web site with the goal of increasing transparency in government by making local government financial information readily available to the public.
In 2010, the Georgia General Assembly passed House Bill 122 (signed by Governor Sonny Perdue on May 28, 2010) authorizing this work and subsequently funded the development of the Web site in December 2010.
