About Us

For more than 80 years, the Vinson Institute has worked with public officials throughout Georgia and around the world to improve governance and people's lives. From Georgia's early days as a largely agrarian state with a modest population to its modern-day status as a national and international force in business, industry, and politics with a population of almost 10 million, the Institute has helped government leaders navigate change and forge strong directions for a better Georgia.

The Vinson Institute has a new leader for its team of experts who provide services to help local governments operate efficiently and effectively.

Ted Baggett brings a wide range of experience to the Institute, having worked with both cities and counties fostering collaboration and advocating for local governments. He comes to us directly from the Georgia Municipal Association, where he was deputy general counsel. At the Institute, he will lead the delivery of departmental and organizational reviews, service delivery studies, tax equity studies, performance measurement studies, and many other kinds of assistance that help local government officials gain information that enhances decision making in day-to-day matters as well as longer-term planning.

In addition to being widely respected throughout the state for his expertise on issues concerning local governments of all sizes, Baggett is a skilled instructor. He has taught numerous governmental training programs and served as an adjunct professor in the University of Georgia’s School of Law.

“We look forward to the ways that Ted and his team will grow their work helping city and county governments become more operationally effective and responsive to their communities,” said Dennis Epps, director of the Institute’s Governmental Services and Research Division.
