As a public service faculty member and manager of the Institute’s State Services and
Strategic Management unit, David Gipson leads projects that help governments improve
their operations and management by making better data-informed decisions. Before joining
the Institute, David served in the federal government as deputy director with the
State and Communities Energy Program at the U.S. Department of Energy. He brings over
30 years of experience across federal, state, and local government, including 25 years
of service in leadership roles with the state of Georgia, at the Georgia Environmental
Finance Authority, and the Georgia Department of Natural Resources.
